जनरल श्री उपेन्द्र द्विवेदी

General Upendra Dwivedi PVSM AVSM (born 1 July 1964) is a serving four-star general officer of the Indian Army. He is the current and 30th Chief of the Army Staff. He took over as the 30th COAS succeeding General Manoj Pande on 30 June 2024.

He was previously serving as the 46th Vice Chief of Army Staff. Earlier he was tenanting the appointment of General Officer Commanding-in-Chief Northern Command, prior to that he served as the Deputy Chief of the Army Staff (Information Systems and Coordination)and as the General Officer Commanding IX Corps.

Early life and education

Gen Dwivedi is an alumnus of Sainik School, Rewa. He joined Sainik School, Rewa in July 1973 where he was classmates with the Chief of Naval Staff Admiral Dinesh Kumar Tripathi and passed out from the school in 1981. He attended the National Defence Academy, Khadakwasla and then the Indian Military Academy, Dehradun. He was conferred Distinguished Fellow in the coveted NDC equivalent course at the United States Army War College in Carlisle, USA. He has an M.Phil. degree in Defence & Management Studies, in addition to the two master's degrees in Strategic Studies and Military Science, including one from United States Army War College. He has authored / presented articles in various professional forums / Journals.

Military career

He was commissioned into the 18th battalion of the Jammu and Kashmir Rifles on 15 December 1984 from Indian Military Academy, Dehradun. He has commanded a battalion at Chowkibal in Kashmir Valley during Operation Rakshak and the deserts of Rajasthan, a sector of the Assam Rifles in Manipur during Operation Rhino, served in Assam as Inspector General, Assam Rifles and held various other Staff & Command appointments in the North East. He has had a unique distinction of balanced exposure of both Northern and Western Theatres.

During his career spanning over four decades, he has tenanted various staff appointments in Headquarter Armoured Brigade, Mountain Division, Strike Corps and Integrated HQ, MoD (Army). Among his previous appointments were as an instructor at the Indian Military Academy, Directing Staff at the Higher Command Wing in the Army War College, he shaped the future generations of the three services and Friendly Foreign Countries. The general officer's two overseas tenures include Somalia, as part of HQ UNOSOM II and Military attaché to the Government of Seychelles. He has been IGAR (East) and Sector Cdr Assam Rifles in intense CT Ops and held various other Staff & Command appointments in the North East where he pioneered the first ever compendium on Indo – Myanmar Border Management. Later as Director General Infantry he steered and fast-tracked Capital procurement cases of weapons for all the three services, leading to significant & visible capability enhancement for our Armed Forces.

In February 2020, Gen Dwivedi was appointed commander of IX Corps. A year later in April 2021, he took over as the Deputy Chief of the Army Staff (Information Systems and Coordination). As DCOAS (IS&C), the officer gave impetus to automation and absorption of niche tech in the Indian Army.

On 1 February 2022, Lieutenant General Upendra Dwivedi took over as the General Officer Commanding in Chief, Northern Command, he assumed the post upon superannuation of Lieutenant General Yogesh Kumar Joshi. Gen Dwivedi being a technology enthusiast, he worked towards enhancing the tech-threshold of all ranks in Northern Command and pushed for critical & emerging Technologies like big data analytics, artificial Intelligence, quantum and blockchain based solutions. He was also involved in modernisation and equipping of the largest Army Command of Indian Army, where he steered the induction of Indigenous equipment as part of Atmanirbhar Bharat. He synergised with people of Jammu, Kashmir and Ladakh for convergent nation building outcomes and infrastructure development.

On 19 February 2024, Lieutenant General Upendra Dwivedi took over as the 46th Vice Chief of Army Staff from Lieutenant General M. V. Suchindra Kumar, who was appointed as the General Officer Commanding-in-Chief, Northern Command.

Chief of the Army Staff

On 11 June 2024, the Government of India appointed Lieutenant General Upendra Dwivedi as the next Chief of Army Staff. On 30 June 2024, General Upendra Dwivedi took over as the 30th Chief of the Army Staff succeeding General Manoj Pande, who superannuated after more than four decades of service to the nation.

Personal life

The General Officer is married to Mrs. Sunita Dwivedi, a science graduate, who is a homemaker. Mrs. Sunita Dwivedi has been associated with Aarushi, an Institute for specially abled children, at Bhopal. The couple has two daughters who are working with NGOs. General Dwivedi is a skilled Yoga practitioner.

Awards and decorations

The general officer was awarded the Param Vishisht Seva Medal in 2024 and the Ati Vishisht Seva Medal in 2021. Gen Dwivedi has been awarded three GOC-in-C Commendation cards.

भूमिका: सेनाध्यक्ष के रूप में दायित्व ग्रहण

30 जून 2024 को भारतीय थलसेना की सर्वोच्च कमान संभालने वाले जनरल श्री उपेन्द्र द्विवेदी, राष्ट्र की रक्षा-परंपरा के ऐसे ध्वजवाहक हैं जिनका नेतृत्व साहस, अनुशासन और रणनीतिक सूझ-बूझ का सशक्त संगम है। इससे पूर्व फरवरी 2024 से उप-सेनाध्यक्ष के रूप में कार्य करते हुए उन्होंने संगठनात्मक सुदृढ़ता, परिचालन तत्परता और तकनीकी आधुनिकीकरण को निर्णायक दिशा दी। परम विशिष्ट सेवा पदक, अति विशिष्ट सेवा पदक तथा तीन जीओसी-इन-सी प्रशस्ति-पत्र उनकी उत्कृष्ट सेवाओं की साक्षी हैं।

मूल और संस्कार: मध्य प्रदेश से राष्ट्रीय मंच तक

मध्य प्रदेश की माटी में पले-बढ़े जनरल द्विवेदी ने सैनिक स्कूल, रीवा से शिक्षा प्राप्त की। अनुशासन, खेल-भावना और नेतृत्व उनके व्यक्तित्व के प्रारंभिक संस्कार रहे। जनवरी 1981 में राष्ट्रीय रक्षा अकादमी में प्रवेश और 15 दिसंबर 1984 को जम्मू-कश्मीर राइफल्स की 18वीं बटालियन में कमीशन—यहीं से उनके सैन्य जीवन की गौरवमयी यात्रा आरंभ हुई।

यौद्धिक देह-मन: खेल, शारीरिक प्रशिक्षण और उत्कृष्टता

विद्यालय काल से ही वे श्रेष्ठ खिलाड़ी रहे। एनडीए और आईएमए में ‘ब्लू’ (फिजिकल ट्रेनिंग) सम्मान प्राप्त कर उन्होंने शारीरिक दक्षता का उच्चतम मानदंड स्थापित किया। कमीशनिंग के पश्चात भी उत्कृष्ट प्रदर्शन करते हुए फिजिकल ट्रेनिंग कोर्स में स्वर्ण पदक प्राप्त किया—यह उपलब्धि उनकी कठोर साधना और अनुशासित जीवन-शैली का प्रमाण है।

मैदान से मोर्चे तक: विविध थियेटरों में संतुलित अनुभव

उत्तरी, पश्चिमी और पूर्वी थियेटरों में संतुलित एवं व्यापक अनुभव—रेगिस्तान, उच्च हिमालयी क्षेत्र, नदीय भूभाग, शहरी क्षेत्र, उत्तर-पूर्व और जम्मू-कश्मीर—हर परिदृश्य में उनका नेतृत्व निर्णायक सिद्ध हुआ। कश्मीर घाटी में सक्रिय आतंकवाद-रोधी अभियानों से लेकर राजस्थान के मरुस्थलों में परिचालन कमान तक, उन्होंने बटालियन का नेतृत्व किया।

आतंकवाद-रोधी अभियानों में अग्रणी भूमिका

इंस्पेक्टर जनरल असम राइफल्स (जीओसी) और सेक्टर कमांडर के रूप में उत्तर-पूर्व में तीव्र आतंकवाद-रोधी अभियानों का संचालन किया। भारत–म्यांमार सीमा प्रबंधन पर पहला व्यापक संकलन (कम्पेंडियम) तैयार कर उन्होंने सीमा-प्रबंधन के व्यावहारिक और नीतिगत आयामों को सुदृढ़ किया।

कोर से कमांड तक: रणनीति और संचालन

पश्चिमी मोर्चे पर ‘राइजिंग स्टार कोर’ और 2022–2024 के दौरान प्रतिष्ठित उत्तरी कमान का नेतृत्व करते हुए उन्होंने अत्यंत चुनौतीपूर्ण परिस्थितियों में रणनीतिक मार्गदर्शन और परिचालन पर्यवेक्षण प्रदान किया। उत्तरी एवं पश्चिमी सीमाओं पर सतत अभियानों की योजना और क्रियान्वयन, तथा जम्मू-कश्मीर में गतिशील आतंकवाद-रोधी कार्रवाइयों का समन्वय—उनके नेतृत्व की विशेषताएँ रहीं।

आधुनिकीकरण और आत्मनिर्भर भारत

सेना की सबसे बड़ी कमान में आधुनिकीकरण को गति देते हुए उन्होंने स्वदेशी उपकरणों के समावेशन का मार्ग प्रशस्त किया। ‘आत्मनिर्भर भारत’ के संकल्प के अनुरूप स्वदेशी प्रणालियों की प्रेरित और सुव्यवस्थित इंडक्शन से क्षमताओं में ठोस वृद्धि हुई। जम्मू, कश्मीर और लद्दाख के नागरिकों के साथ समन्वय कर राष्ट्र-निर्माण और आधारभूत संरचना विकास को भी सशक्त किया।

स्टाफ और नीति-निर्माण में प्रभावी योगदान

पंजाब के मैदानी क्षेत्रों में बख्तरबंद ब्रिगेड की पारंपरिक संचालनात्मक जिम्मेदारियाँ, उत्तर-पूर्व में पर्वतीय डिवीजन को लॉजिस्टिक समर्थन, तथा रेगिस्तानी क्षेत्रों में स्ट्राइक कोर के संचालन—उनका स्टाफ अनुभव बहुआयामी रहा। सेना मुख्यालय में मिलिट्री सेक्रेटरी शाखा में उल्लेखनीय योगदान के साथ सैन्य संचालन निदेशालय में एक नए अनुभाग की स्थापना में उनकी भूमिका निर्णायक रही।

डीजी इन्फैंट्री से डिप्टी चीफ तक: क्षमता-वर्धन की गति

महानिदेशक (इन्फैंट्री) के रूप में उन्होंने तीनों सेनाओं के लिए हथियार प्रणालियों की पूंजीगत खरीद को तीव्रता दी, जिससे क्षमताओं में दृश्य और ठोस वृद्धि हुई। उप-सेनाध्यक्ष के रूप में स्वचालन, विशिष्ट तकनीकों का अवशोषण और संगठनात्मक दक्षता को नया आयाम मिला।

तकनीकी दूरदृष्टि: भविष्य के युद्धक्षेत्र की तैयारी

प्रौद्योगिकी-प्रेमी नेतृत्वकर्ता के रूप में उन्होंने बिग डेटा एनालिटिक्स, कृत्रिम बुद्धिमत्ता, क्वांटम और ब्लॉकचेन जैसी उभरती तकनीकों को अपनाने पर बल दिया। उत्तरी कमान में सभी रैंकों की तकनीकी दहलीज बढ़ाने के उनके प्रयास भविष्य-सज्जित सेना की आधारशिला बने।

वैश्विक अनुभव और शैक्षणिक उत्कृष्टता

सोमालिया (यूएनओएसओएम-II) और सेशेल्स में सैन्य सलाहकार के रूप में अंतरराष्ट्रीय दायित्वों का निर्वहन किया। स्टाफ कॉलेज, वेलिंगटन और उच्च कमान पाठ्यक्रम, महू के साथ यूएस आर्मी वॉर कॉलेज, कार्लाइल (यूएसए) में एनडीसी समकक्ष पाठ्यक्रम में ‘डिस्टिंग्विश्ड फेलो’ सम्मान प्राप्त किया। रक्षा एवं प्रबंधन अध्ययन में एम.फिल., तथा रणनीतिक अध्ययन और सैन्य विज्ञान में दो परास्नातक उपाधियाँ—उनकी विद्वत्ता का प्रमाण हैं। उन्होंने विभिन्न व्यावसायिक मंचों और जर्नलों में लेखन व प्रस्तुतियाँ भी दी हैं।

व्यक्तिगत जीवन: सेवा, संवेदना और साधना

श्रीमती सुनीता द्विवेदी, विज्ञान स्नातक, गृहिणी होने के साथ भोपाल स्थित विशेष क्षमता वाले बच्चों के संस्थान ‘आरुषि’ से जुड़ी हैं। उनकी दोनों पुत्रियाँ सामाजिक संगठनों के साथ कार्यरत हैं। जनरल द्विवेदी कुशल योगाभ्यासी हैं—देह, मन और कर्तव्य के संतुलन का सजीव उदाहरण।
